Dear Judges Kelley,
Carnenter and Bright:
When visiting the LPDR for Shearon Harris on 10-19-82 ( today ) tMANCH among docunents received 10-18-82 there (according to L*D" lib *arian Linda Hicknan), was a sheet showing CP&L files h0 conies of' its answers to NUC staff questions.
That is, CP&L sends N"C h0 conies, and then is connlaining it can 't find more than 2 more t o serve intervenors.
This is ridiculous.

There is also a letter dated Sentenber 9,1982, accessicn
- 82091h0280, attached to an affidavit showing 1h ron-CP&L recinients (none of when anpear to be NRC either) for FSAR anendment #h.
These are folks CP&L has s ent co nie s to, a c c ond5 ng to the affidavit of S.R. 2nnerman, Manager, Licensing and Fernite, for CP&L.
I also spent about 1 and 3/h hours making 207 conies at 10 cents each while at the LPDR today.
Near ny hone in Durhan is a 3// cony self-se"vice niace, and a hd/co,y s elf-servica niace.
Within h blocks o' = $ s a niace that will do conying for ne for 5d/page.
I think ny time would be far nore nroductively used in reviewing CP&L's subnissions, though I try to nake a f ew notes while co ying on the LPDR's slow nachine.
At least this time it did not break down, and there were only har 5 others who needed or to use it, uhon I had to nake way for.
All this for an incomlete O'O Q Eo' cony of a docunent CP&L mailed off mnths ago (8/31/82) but which 58 IDQ the LPDR had not received at ny last visit.
