Letter from D. G. Eisenhut, NRC, to All licensees with CE NSSSs; Resolution of TMI Action item II.K.3.5, " Automatic Trip of Reactor Coolant Pumps" (Generic letter No.83-10b), dated 2/8/83.

Gentlemen:

The Baltimore Gas and Electric Company received the referenced letter on February 23, 1983 which requested that our plan and schedule for resolution of the automatic reactor coolant pump (RCP) trip issue for Calvert Cliffs be submitted to you within 60 days. The purpose of this letter is to provide you with a 30-day advance notice that we are working with the C-E Owners Group to develop the subject plan and schedule and that our current progress in developing this plan does not support a response to this generic letter before expiration of the 60-day time period. The following discussion describes the nature of the program which is being administered by the C-E Owners Group to reach a resolution to this issue and provides a schedule for submitting the information that was requested by Generic Letter 83-10b.

In accordance with the guidance provided in the referenced NRC letter, the C-E Owners Group has selected an operational strategy which will close out TMl Action Plan item II.K.3.5, " Automatic Trip of Reactor Coolant Pumps" for participating utilities.

Following a current review of several possible strategies, the strategy choosen is to trip two pumps initially followed by the trip of the remaining two pumps at the time a LOCA has been diagnosed. The " trip two, leave two" strategy has been discussed in the past as a preferred approach.

Based on the currently available information, this strategy remains to be the preference of C-E, the C-E Owners Group, and BG&E. A program is being developed whose goal will be to provide information which both meets the NRC Oh 8304060242 830305 L

1 guidelines stated in the referenced letter and provides the operational requirements for participating utilities to use in developing emergency operating procedures and in conducting training. The expectation is that the selected operational strategy for the RCP trip will make use of manual operator actions. The operational strategy currently j

in use on Calvert Cliffs Units 1 and 2 is to trip all RCPs during the initial phase of a depressurization transient followed by pump restart when it is confirmed that the event is not a LOCA. This strategy will remain in effect until replaced by the new approach which will be implemented when supported by appropriate documentation and operator training.

t BG&E is participating in the development of the C-E Owners Group Program. The C-E Owners Group expects to finalize its program for addressing this issue in May, 1983. Based on this expectation, results should be available in the first quarter of next i

year. BG&E will provide a description of the C-E Owners Group program and a schedule for completion of plant-specific activities by August 1,1983. Plant-specific activities i

include factoring the results of the C-E Owners Group program into the Calvert Cliffs operator training and emergency operating procedures.
