Dear Mr. Seidle:

This letter provides an interim report on a 10CFR50.55(e) item con-cerning changes to the hanger notes and symbol drawings. Kansas Gas and Electric Company (KG&E) initially reported this matter to Region IV of the Nuclear Regulatory Commission (NRC) on February 21, 1983.

Additional information was provided to Mr. Jaudon, NRC Region IV, by Mr. Otto Maynard, KG&E, on February 22, 1983.

A review of specification changes and changes to drawing notes revealed potentially reportable concerns. KG&E reported the following potential 10CFR50.55(e) item as a result of a generic review of note changes.

One hanger note states " notched saddles and unnotched saddles may be used interchangeably." The Constructor has interpreted this as meaning an unnotched pipe support saddle, if necessary, could be notched in the field.

How-ever, the designer indicated that the intent was not to field notch any saddles. The interchangeability applies only to vendor-supplied notched saddles.

Another note indicates that " Figure 140-Q Rod and Figure 146 Non-Q Rod may be interchanged on non-Q and Non II/I Supports."

This allows the interchangeability of "Q" and non "Q" rod in non-safety supports and supports not used for Category Ilt over Category I (II/I) pipes. The designer stated that the notdy does not apply to non-Category I seismic supports. The Con-structor indicated that some non-Q rod may have been used in non-Category I seismic supports.

A hanger note states that "the clamp contacts the pipe in at least 3 of the 4 quadrants of the clamp."

It-is not clear whether or not this provides adequate acceptance criteria to ensure the pipe is supported properly by the pipe clamp.

One note indicates that "for supports utilizing one wrapper plate, the corners sMuld be rounded off."

However, some wrapper plates have been supplied and installed with square corners, which could cause high stress concentrations.

All of these items are currently being evaluated by the designer and the Constructor to identify installed items which need to be reworked. The designer is also evaluating the safety significance of these items to determine reportability in accordance with 10CFR50.55(e). The above-mentioned drawing notes will be clarified as necessary to preclude future concerns.

The review of specifications changes and changes to drawing notes is continuing. If additional concerns are identified, you will be advised.

The status of the evaluation of this subject will be reported to the NRC on or before September 19, 1983. In the interim, please direct any questions on this subject to me or to Mr. Otto Maynard of my staff.
