PROVISIONAL OPERATING LICENSE No. DPR-16 Applicant hereby request the Commission to change Appendix A to the above captioned license as follows:

1. Section to be Changed:

Appendix A, Section 6

2. Extent of Changes:

This Technical Specification change request revises three (3) areas in Section 6 of Appendix A:

1. Adds the position of Maintenance and Construction Director Oyster Creek to figure 6.2.2.-

2. Makes extensive changes to Section 6.5 Review and Audit to define the new safety review process.

3. Removes the word " entire" from paragraph 6.5.3.l(b) and the word "all" f rom paragraphs 6.5.3.l(a) and (c) .

3. Discussion:

The major part of this Technical Specification change request involves changes to Section 6.5 Review and Audit. This section is being revised to provide for interdisciplinary reviews and independent safety reviews using qualified individuals / groups rather than committees. These qualified individuals / groups perform reviews of all activities now identified in Table 6.5-1. Section 6.5.1 delineates those items required

, to be reviewed by the Respot ;ible Technical Reviewer. This Responsible Technical Reviewer may obtain additional review support as he deems necessary to assure the quality of the review. His signature signifies in the same fashion as the now required PORC review that the technical and safety considerations have been properly accounted for. This releases the document for independent safety review and implementing aproval. Section 6.5.2 delineates those items required to be reviewed by

, the Independent Safety Reviewer. His signature signifies in the same fashion as the now required ISRG review as defined in Table 6.5-1. The specific assignments of review areas will be controlled through the use of the GPUN Review and Approval Matrix. Results of the reviews are made directly available to the Oyster Creek management organization. Use of

, the GPU Nuclear divisions in this manner accomplishes the intent of Section 4.3 and 4.4 of ANSI N 18.7-1976 and will eliminate the need for the currently established Plant Operations Review Committee (PORC).

e a The replacement of the PORC will enable plant management to devote time to their primary duties without the time consuming participation in PORC meetings.

The proposal Independent Onsite Safety Review Group (IOSRG) will satisfy the requirements for an independent, full time, safety engineering staf f to be located onsite. The IOSRG will be a group of technical personnel who are assigned onsite at Oyster Creek, but who report to the corporate w - level Nuclear Assurance Division. The IOSRG will conduct an ongoing program to evaluate the technical adequacy and clarity of procedures important to safe operation of the plant. The IOSRG will evaluate Oyster Creek operations from a nuclear safety perspective.

The General Of fice Review Board (GORB) is being deleted from the Technical Specifications since none of their functions are required by -

the Technical Specifications.

These changes to Section 6.5 are consistent with those changes requested and. approved for TMI-l per their Technical Specification Change Request 100 & 100B.

The position of Maintenance and Construction Direc' tor Oyster Creek is being added to figure 6.2.2. This will help clarify the relationship of the Maintenance and Construction Division to the Oyster Creek Division.

Removing the words " entire" and "all" from Section 6.5.3.1 will help better clarify the entent of the audit process in the areas defined in the section.
