50-260 50-296 The purpose of this letter is to confirm our understanding of the Appendix R evaluation criteria for Browns Ferry in the following areas that are acceptable to NRC based on a telephone conversation with Tom Wambach of your staff on March 18, 1983 1.
Availability of Offsite Power The loss of offsite power is a consequence of the fire under consideration. Therefore, offsite power can be considered available if it can be shown that the fire under consideration will not cause the loss of offsite power.

Manual Operator Actions Manual actions are permissible outside che control room (for valve manipulations, etc.) without time constraints if accessibility and staffing levels permit such actions.

Unit Trip The unit (s) does not have to be considered tripped if it can be shown that the fire under consideration will not cause the unit (s) to trip.
It is our intent to review our Appendix R submittal to you dated June 30, 1982 utilizing the above criteria. Please inform my st.:;ff immediately if you do not agree with the above restatement of our March 18, 1983 telephone conversation.
