1.0 INTRODUCTION
By application dated February 14, 1994, Texas Utilities Electric Company (TV Electric /the licensee) requested changes to.the Technical Specifications (Appendix A to facility Operating License Nos. NPF-87 and NPF-89) for the-Comanche Peak Steam Electric Station, Units 1 and 2 (CPSES).
The proposed changes would revise the reporting period and submittal date for the radioactive effluent release report.
Regulations concerning technical specifications on effluents from nuclear power reactors are found in 10 CFR 50.36a.
For CPSES, technical-specifications (TS) require submission of semiannual CPSES Radioactive

Effluent Release Reports 60 days after January 1 and July 1.
The licensee has requested that the CPSES technical specifications be revised to change the frequency of reports for radiological effluents from semiannual to. annual and the due dates from withi'n 60 days after January 1 and_ July 1 to prior to i
May 1.

2.0 EVALUATION The proposed request would not_ change the method or the time interval between measuring radioactive effluents or the methodology of calculating offsite doses to the public.
The proposed TS changes are consistent with 10 CFR
(
50.36a, which allows annual reporting _of radioactive effluent releases. The i
proposed changes are administrative and editorial only, and have no safety j
. consequences.
Therefore, the staff concludes that the proposed' changes are
-j acceptable.
'l 3.0 STATE' CONSULTATION I
In accordance with the Commission's. regulations, theiTexas State official was-i notified of the proposed issuance of the amendments. The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION
l
.i These amendments relate to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental._ impact statement or environmental assessment need be prepared in connection with the issuance l
of the amendments.

5.0 CONCLUSION
1 The Commission has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and. safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations,.
and (3) the issuance of the amendments will not be inimical to the' common defense and security or to the health and safety of the public.
