Letter, H. B. Ray (SCE) to R. H. Engelken (NRC),
dated March 18, 1982 (LER 82-001)
The referenced letter transmitted a 30-day written report and LER 82-001 for an occurrence involving the Control Room Emergency Air Cleanup System (CREACUS). As noted in that letter our investigation detcrmined that the Fire Protection System for the charcoal filter bank is not required to be an automatic system. Amendment 7 changed the Unit 2 Technical Specifications such that the system is now properly identified as a manually actuated system. Thus, a continuous fire watch that has been maintained on both Units (SONGS 2 & 3) is not necessary. This was discussed with your Resident inspector on September 10, 1982, and, with his concurrence, the continuous fire watch has beea removed.
The permanent modification to make the CREACUS fire protection system a manual system is being implemented and is.now expected to be completed by September 30, 1982. Revised procedures S023-7-1 Rev. 5 and S023 5.35 Rev. 3 instruct the operating personnel how and when the system is to be manually actuated. Revision to LER form 82-001 is not necessary since this was not addressed therein.
