18859 Section 2.4.4 and 2.5.6.8 of the Midland SER of May 1982 in<;icate the Staff's concern over the potential erosion of the cooling pond dike.

It is our understanding that the Staff's concern relates specifically to the service water system discharge line which is routed underground (elev 598'-0) and parallel to the northeast dike and to the possible effect that a dike failure could have on this line. While Consumers does not agree that this is a-credible concern, we will agree to conduct visual inspections of the grass on the northeast dike section at least twice a year in addition to those periods in which the level of the Tittabawassee River equals or exceeds elevation 614'-0 msl.

The two scheduled visual inpsections of the grass on the northeast section of the dike will be conducted in the summer and fall and are in addition to the comprehensive inpsection of the entire dike system conducted every spring.

Furthermore, we will repair bare and/or damaged areas in excess of 9 square feet that are detected during any inspection.

As a matter of intereat, it should be noted that the grass seed mixture used on the dike is common to this climate and is typical of a mixture used by the Michigan State Highway Department. We also note that during the four years since the use of this seed mixture on the Midland dike slopes that it has held up extremely well.

In addition to the potential dike erosion concern, Section 2.5.6.8 requests Consumers Power to record and evaluate the results of the dike piezometric readings for comparision with design ~ expectations during plant operation on a regular scheduled basis. The corresponding section of the Midland FSAR, Rev 44, contains a commitment that satisfies this request.

We believe that the information provided in this letter satisfactorily addresses the staff's concerns related to the visual inspection of the cooling gOl oc0982-0240a100 8209280058 820921 DR ADOCK 050003g9 PDR

2 pond dike grass for the detection of possible erosion. The additonal commitments provided herein will be incorporated into a future revision to the Midland FSAR.
