Subj ect : Clinton Power Station Unit 1 Proposed FSAR Figure Deletions This is to confirm the telephone conversation and to provide the details requested on the subject matter as discussed with br. H. Abelson on March 9.

Illinois Power Company proposes to amend the Clinton Final Safety Analysis Report (CPS-FSAR) to remove twenty (20) outdated figures which are Instrumentation Engineering Diagrams (IED's) or Functional Control Diagrams (FCD's). These diagrams, which amount to 85 sheets of FSAR figures, are in Chapter 7 except for one figure in Chapter 8. Attached is the list of FSAR figures which we propose to delete.

All references to these IED's and FCD's in the FSAR text will be revised to reference the appropriate elementary diagrams or electrical schematics which are listed in FSAR Table 1.7-1.

These elementary and schematic diagrams are maintained updated and copies are routinely furnished to the NRC Staff as full-sized drawings in accordance with Section 1.7 of Regulatory Guide 1.70, Rev. 3.

The reason for deleting the FCD's and IED's from the FSAR is that these drawings are not controlled and maintained by the General Electric Company after the elementary diagrams (ED's) are prepared. The FCD's and IED's are used as the bases for preparation of the ED's and schematics and as such do not serve any subsequent -

design function. To keep the FCD's and IED's as FSAR figures will require considerable additional effort for drawing maintenance and control, with no apparent benefit.

March 11, 1983 Page 2 It has been our experience in working with the NRC reviewers that most of the review effort is directed at the ED's and schematics and not at the FCD's'and IED's. We believe that deletion of these JFSAR figures will not hamper the reviewers efforts or in any way detract from the review process. We kindly request your early consideration of this proposal and confirmation of concurrence before we take action to amend the FSAR.
