Docket No. 50-362 Prompt Report Ltcer.see Event Report, No.83-020 San Onofre Nuclear Generating Station, Unit 3 Pursuant to Section 6.9.1.12.b of Appendix A, Technical Specifications to Facility Operating License NPF-15 for San Onofre, Unit 3, this submittal provides the written confirmation of our March 3,1983 prompt notification to the NRC for a reportable occurrence involving the Component Cooling Water (CCW) System.
As a result of the discovery of an error in the hydrostatic testing of the line leading from Component Cooling Water (CCW) Train A to the motor cooler of the High Pressure Safety Injection (HPSI) pump 3P-017, and consequently the conclusion that CCW Train A, as a result of this error, had been inoperable since July 24, 1982, the date of the hydrostatic test, an orderly cooldown toward Mode 5 was initiated at 0830 on March 3, 1983. This action was taken pursuant to the Action Statement associated with Limiting Condition for Operation (LCO) 3.7.3 This Action Statement requires that with only one CCW loop operable, the loop is to be restored to operable status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or cooldown initiated, such that the plant is in Hot Standby (Mode 3) in the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in Cold Shutdown (Mode 5) in the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.

No.83-020 will be submitted by March 17, 1983 to address this event, including corrective actions and measures to prevent recurrence.
