Dear Mr. Seidle :
This letter is submitted as the Final 10CFR50.55(e) Report concerning solenoid valves manufactured by the Garrett Corporation. This item was initially reported by Mr. Earl Creel of Kansas Gas and Electric Company (KG&E) to Mr. William Johnson of the Nuclear Regulatory Com-mission, Region IV, on February 11, 1983.
Recently the Garrett Corporation made a " Precautionary Notification" to the Nuclear Regulatory Commission (NRC) concerning a long-term reliability problem with its nuclear solenoid valves which are used to control Power Operated Relief Valves (PORV). The deficiency was discovered as a result of long-term endurance testing which revealed the possibility of material galling between internal components within the solenoid valve. The galling can cause the solenoid valve to stick and prevent the proper operation of the PORV's. The notification identified the potentially affected Nuclear Units and Wolf Creek Generating Station was included in the list. KG&E's subsequent investigation revealed that Wolf Creek had received two of the solenoid valves with the potential deficiency. Nonconformance Report ISN8794PR was issued to document the deficiency and provide appropriate control measures. The valves are not yet installed.
Garrett has resolved this problem by making changes in the materials and tolerances of detail components. Testing of these design changes has been accomplished to assure satisfactory operation over the design life of the valve. KG&E will have the valves in question retrofit with the required changes to assure reliable operation of the PORVs.
It is anticipated that this corrective action will be completed by the end of this year; but, in any event it will be accomplished prior to fuel load.
