Dear Mr. Seidle :

This letter is submitted as the Final 10CFR50.55(e) Report concerning main steam isolation bypass control valves manufactured by Masoneilan.

This subject was initially reported by Mr. Gene Rathbun of Kansas Gas and Electric Company (KG&E) to Mr. William Johnson of the Nuclear Regulatory Commission, Region IV, on February ll,1983.

KG&E recently had the four Main Steam Isolation bypass control valves disassembled and inspected by the Vendor's representative. The inspection was performed because of deficiencies discovered in valves of the same type at Union Electric's Callaway Plant. KG&E's inspection revealed that three of the four valves in question had deficiencies. Machining on the main plug of two valves exceeded the manufacturer's requirements and the third valve had an incorrect cage installed. Nonconformance Report ISN8608P has been initiated to document the deficiencies and provide appropriate control measures.

In lieu of performing an analysis of the safety implications of these deficiencies, KG&E made the conservative assumption that the deficiencies could have adversely affected the safety of operations. Therefore, KG&E will have the valves reworked to bring them into compliance with design requirements. It is anticipated that the rework will be completed prior to the end of this year; but, in any event, the corrective action will be completed prior to fuel load.
