U.S. NUCLEAR REGULATORY COMMISSION oeoamiration cNaan THE COMYlSSION The Commission is responsible for licensing and regalating nuclear f acilities and seterials and for conducting research in support of the licensing and regulatory process, as sandated by the Ateelt inergy Act of 1954, as amended, the Inergy ecoegan-62atton Act of 1974, as amended, and the nuclear honprolf fera-16en Act of 1978; and in accordance with the hat 6onal Environ-mental Policy Act of 1%9, as amended, and other applicable statutes.

Ihese respons ib 611 ties inc lude protecting public health and safety, protecting the environment, protecting and safeguarding materials and plants 6n the interest of national security; and assuring corforoity with antitrust laws. Agency functions are performed througM standards-setting and rule-making, technical restews and studies; conduct of pubitt hear-ings; issuance of authorizations, permits and licenses; inspec*

t ion, investigation and enforcement; evaluation of operating experience, and confirmatory research. The Commission is ens-posed of five seabers, appointed by the President and confireed by the Senate, one of whom is designated by the President as C ha i rsen.

The Chairman is the principal esecutive of ficer and th-of ficial spokesman of the Commission.

The Chairman, selected from the Commission by the President, is the principal esecutive ef ficer of and the of ficial spokesman for the NRC, as mandated by the lleorgani2atio9 Plan No. I of 1980.

As principal esecutive of ficer, the Chairman is respon-sible f w preparing policy planning and guidance for Commission consideration, and for conducting the administrattwe, organtra-t i ona l, budgetary and certain personnel f unc tions of the agency He has ultimate authority for all NGC functions per-taining to an emergency involving an NRC license. His actions are governed by the general 90licies of the Commission.
