COMANCHE PEAK STEAM ELECTRIC STATION (CPSES) DOCKET NOS. 50-445 AND 50-446 RE0 VEST FOR ADDITIONAL INFORMATION ON TRENDING OF ROSEMOUNT TRANSMITTERS AS REQUIRED BY NRC BULLETIN 90-01 SUPPLEMENT 1, " LOSS OF FILL-0IL IN TRANSMITTERS MANUFACTURED BY ROSEM0UNT* REF: 1) TU Electric letter logged TXX-93015, from William J. Cahill, Jr. to the USNRC, dated January 13. 1993. 2) TV Electric letter logged TXX-993090, from William J. Cahill, Jr. to the USNRC, dated February 19, 1993. Gentlemen: On May 9,1994, during a telephone conversation, the NRC requested additional information on the TV Electric Rosemount Transmitter Monitoring and Trending Program. As a result of that request TU Electric hereby submits this supplement to its response to NRC Bulletin 90-01 Supplement 1, " Loss of Fill Oil in Transmitters Manufactured by Rosemount." As stated in TXX-93015, CPSES Unit 2 Rosemount transmitters are of post July l 11, 1989 manufacture and are not required to be monitored, in TXX 93090 TU Electric had nine transmitters in high pressure applications (greater than 1500 psi) which were being monitored, twenty-two in medium pressure applications (greater than 500 and less than or equal to 1500 psi) which i were also being monitored, and twenty-five in low pressure (less than or l equal to 500 psi) applications which were not included in the monitoring program. The nine Unit 1 transmitters in high pressure application have-been replaced with new or refurbished transmitters of post July 11, 1989 manufacture. Additionally, as stated in TXX-93090, the twenty-two transmitters in medium pressure (greater than 500 and less than or equal to 1500 psi) applications will be monitored until the transmitter has met the Rosemount psi-month threshold criterion for a mature transmitter. o T,XX-94139 Page 2 of 3 A. A Technical Support Procedure which: 1. Assigns departmental responsibility for various aspects of the program, 2. Provides information on the transmitter failure mechanism, 3. Defines frequency of monitoring and data collection, 4. Establishes the cumulative drift criteria for determining suspect transmitters, 5. Defines the data reduction and analyses procedures, 6. Establishes the acceptance criteria, 7. Establishes reporting and notification requirements of the program, and 8. Includes attachments which identify all transmitters in the monitoring program and provides guidance to operations personnel in detecting failed transmitters. B. An Instrument and Control Maintenance Procedure which provides guidelines for testing transmitters at pressures outside the calibrated span to detect sluggish response.
