1-1, WADASAKI-CHO, 1-CHOME, HYOGO-KU, KOBE, 652-8585 JAPAN March 3, 2020 Document Control Desk U.S. Nuclear Regulatory Commission Washington, DC 20555-0001 Attention: Mr. George Wunder, Project Manager Docket No.52-021 MHI Ref: UAP-HF-20001

Subject:

Request to Suspend Safety Review of US-APWR Design Certification Application

Reference:

1) "Submittal of US-APWR Design Control Document in Support of Mitsubishi Heavy Industries, Ltd.'s Application for Design Certification of the US-APWR Standard Plant Design", dated December 31, 2007, ML080140503.
2) "Adjustment to Ongoing Efforts for US-APWR Design Certification Application" UAP-HF-13256, dated November 5, 2013, ML13311A109.
3) "Chapter Status Reports for US-APWR DCD" UAP-HF-14037, dated March 31, 2014, ML14092A434.

Mitsubishi Heavy Industries, Ltd. (MHI) submitted an application for Design Certification of the US-APWR Standard Plant Design in Reference 1. Reference 2 describes the work slowdown necessitated as a result of the Fukushima event and Reference 3 contains the status of the US-APWR Design Control Document (DCD) chapters at that time. With this letter, MHI requests NRG to suspend the safety review of the US-APWR design certification application until further notice.

MHI has initiated the suspension of ~ssociated engineering and licensing activities, and expects all such activities to be suspended by March 3 2020. MHI does not intend to modify the US-APWR design or to update the DCD during the suspension period. This letter supersedes the plan for future licensing activities made in Reference 3.

MHI requests NRG to suspend work on all submittals in active review in an efficient and expeditious manner and document the work performed to the suspension date. MHI also requests NRG to register the Accepted version of Topical report of MUAP-07001 Rev. 7 'The Advanced Accumulator" as early as possible. MHI further requests NRG to post no new charges to the US-APWR design certification account after the suspension date unless specifically authorized by MHI.

MHI is reviewing regulatory commitments and requirements that could apply to the suspension period and will work with the NRG project manager to ensure compliance. An end date for the suspension period has not been defined. MHI will contact the NRG staff prior to restarting licensing activity on the design certification in order to coordinate the resumption of project activities.
