Dear Mr. O'Reilly:
Routine plant surveillance during unit refueling operations on January 27,
'1983, revealed water leaking into the southeast corner of the Diesel Generator Building 2' elevation via two fire barrier penetration seals, DG-1-041-18 and DG-1-041-19.
In accordance with technical specifications, appropriate fire barrier LCOs were generated to allow repair of the seals.
The seals, which are composed of rock wool, had degraded due to exposure to rainwater originating from an underground plant electrical conduit ~ cable vault. Due to the complexity of the work required to repair the seals, the seven-day specified time frame of each LCO was exceeded. Repair of the subject seals was subsequently completed and they were returned to service on
-February 10, 1983.
As a result of a previous similar reportable event, as reported in l
LER 1-83-10, plant Engineering will investigate the water intrusion problem at plant fire barrier penetration seals to determine an applicable fix.
