Title:
Public Meeting to Discuss the NRCs Retrospective Review of Administrative Requirements Meeting Identifier: 20200160 Date: March 5, 2020 Location: U.S. Nuclear Regulatory Commission Two White Flint North, TWFN-6-D-02 11555 Rockville Pike Rockville, MD 20852 Category: Category 3 Purpose of the Meeting: To discuss the U.S. Nuclear Regulatory Commissions (NRCs) request for public input on outdated or duplicative administrative requirements that could potentially be modified or eliminated, as described in Federal Register notice 85 FR 6103.
General Details: The meeting was attended by 18 NRC staff, 15 members of the public, and 1 court reporter, including in person, on Skype, or teleconference.
Summary of Presentation: The NRC staff discussed the retrospective review of administrative requirements (RROAR) initiative, including background, evaluation process, evaluation criteria, public comment period instructions, and next steps.
Summary of Public Feedback: Participants, including representatives from the Nuclear Energy Institute (NEI), Exelon Nuclear, and NextEra Energy, provided remarks on the industrys views of the RROAR initiative. NEI presented the methodology they plan to use to develop their input, and expressed interest in the agencys prompt resolution of NEIs petition for rulemaking (PRM-50-116), Elimination of Immediate Notification Requirements for Non-Emergency Events. Meeting participants anticipate that the results of the RROAR initiative could have a substantial financial benefit on the industry. In addition, participants encouraged NRC to act expeditiously on the next phase of the RROAR initiative.
Action Items/Next Steps:
The NRC staff will review and evaluate input received from the public to inform the development of its recommendation to the Commission on outdated or duplicative administrative requirements that could be potentially modified or eliminated.
