~ INTRODUCTION i
By letter dated December 11, 1990 Entergy Operations, Inc. (the lic V see) requested amendments to the Technical Specifications (TS) appended to Facility Operating License No. NPF-6 for Arkansas Nuclear One, Unit No. 2 e
(ANO-2)..-The proposed amendment would revise ANO-2 TS Table 3.3-10 to provide a more definite description of the minimum number of channels required to be-operable.for the Pressurizer Safety Valve Acoustic Position Indication and Pressurizer Safety Valve Tail Pipe Temperature-Indication.
EVALUATION ANO-2 TS Table 3.3-10 describes the Post-Accident Monitoring. Instrumentation required to be operable.
The operability of the post-accident instrumentation ensures that sufficient information is available on selected plant' parameters
'to monitor and assess these variables following an accident.
This capability-is consistent with the recommendations of Regulatory Guide 1.97, " Instrumentation for Light-Water-Cooled Nuclear Plants to Assess Plant Conditions during and following an Accident,". December 1975 and NUREG-0578, "TMI-2 Lessons Learned Task Force Status Report and Short Term Recommendations."
The minimum numbers of channels required to be operable in TS Table 3.3-10 for LItem 11 (Pressurizer Safety Valve Acoustic Position Indication) and Item 12 (Pressurizer Safety Valve Tail Pipe. Temperature) are currently listed as I (one).
The licensee proposed to change the number of channels required to be
' operable.for these. items to one per valve to avoid misinterpretation of the l-specification.
Each of these valves has one complete circuit of each type =of L
indicator installed.
These instruments are installed to ensure operators are i~
aware of a leaking valve or a valve that has lifted.
The licensee currently interprets the requirement in TS Table 3.3-10 as one instrument per valve, therefore, this change provides a clarification _and is administrative in nature.
Accordingly, the staff finds the proposed change L

ENVIRONMENTAL CONSIDERATION This amendment relates to changes in recordkeeping, reporting, or administra-tive procedures or requirements.
Accordingly, the amendment meets the eligi-bility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
CONCLUSION The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and 'he issuance of the amendment will not be inimical to the common defense ano,scurity or to the health and safety of the public.
