Re: Duke Power Company. Amendment of Materials License No. SNM 2503, Amendment No. 2 Enclosed is Amendment-No. 2 to Materials License No. SNM-2503 for receipt and storage of spent fuel'at your Independent Spent Fuel Storage Installation on the site of the Oconee Nuclear Station.

This amendment consists of changes to pages 1 and 2 of the license, and page B-1 of Appendix B of the license in response to your application dated January 10, 1991.

The amendment changes Specifications 1.1.A and 1.1.B of Appendix B to reflect.

Revision 4 to the Oconee Nuclear Station Independert Spent Fuel Storage Installation (ISFSI) Security Program.

Changes to page 2 of the' license reflect elimination of Condition IP, the exemptior, from the proyisions of 10CFR$72.30(b)and(c),whichexpi_redonJuly 26, 1990.

The Conditions have been renumbered to reflect this deletion.

We have considered the potential for environmental impact of spent fuel receipt and storage in accordance with the enclosed amendment and have determined that the amendment will not result in any significant environmental impact.. Having made*this determination, we have further concluded that the

' amendment involves an action that is administrative in nature, as provided by the. categorical exclusion of 10 CFR 651.22(c)(11), an environmental assessment need not be prepared in connection with the issuance of'this amendment. A copy of this finding is enclosed.
