Oyster Creek Nuc1 car Generating Station Docket No. 50-219 Technical Specification Change Request No. 100 In accordance with 10 CFR 50.59 and 10 CFR 50.90, GPil Nuclear Corporation operator of the Oyster Creek Nuclear Generating Station, Provisional Operating License No. DPR-16, requests changes to Appendix A of that license.

The subject Technical Specification Change Request involves Sections 3.5.A.8, 4.5.Q, and 6.10.2, the corresponding bases, and Table 3.5.1. Sections 3.5.A.8, 4.5.Q and 6.10.2 shall be revised per your Revision 1 of the Inservice Inspection Surveillance Requirements for snubbers under the Standard Technical Specifications which were transmitted by the D. G. Eisenhut letter of March 23, 1981. Tabic 3.5.1 shall be revised to add the mechanical snubbers.

The Technical Specification Change Request has been reviewed by the Plant Operations Review Committee and an Independent Safety Review Group in accordance with Section 6.5 of the Oyster Creek Technical Specifications.

It is requested that the effective date of this Technical Specification Change Request be thirty days after being approved by the NRC.

We have determined that this submittal is Class III per 10 CFR 170.22 and as per footnote 2 (which states that Cla'ss I, II or III amendments which result from a written commission request for the application may be exempt from fees when the amendment is to simpilfy or clarify license or technical specifications; the amendment has only minor safety significance, and is issued for the convenience of the commission), we have concluded that this submittal is exempt from the , usual filing fees.
