Dear Sir:

The NRC was notified of a potential reportabic deficiency in the referenced telephone conversation. At that time, it was estimated that a determination of reportability would be made within thirty (30) days.

2 Due to the extensive investigation and evaluation required, an Interim Report is attached. It is now expected that this information will be finalized by February 9, 1983, at which time a complete report will be submitted.

POTENTIAL PROBLEM' 1

Rochester Specification Technical Manual requirements for ESFAS Equipment supplied by Combustion Engineering (CE) as part of the NSSS are:

Fix Deadband: Less than 1% of span (20!N)

Repeatability: 10.5%

Each Ground Detector must monitor the ESFAS DC Power Supplies and alarm when resistance to ground is less than 100K ohms.

During performance testing of subject equipment, Tag No. 92GS-02248 failed to meet performance requirements as follows:

f Deadband at 100K ohms was approximately 12K ohms.

Repeatability at 100K ohms was as high as 100% (appeared to worsen with time).

j Relays malfunctioned in three (3) out ot four (4) units.

II. APPROACil TO AND STATUS OF PROPOSED RESOLUTION Dechtel is currently corresponding with CE to disposition this item.
