Subj ect: Oyster Creek Nuclear Generating Station Docket No. 50-219 Response to Verbal Questions Regarding NEOF and FEOF This letter is in response to your verbal request for information regarding our Emergency Operating Facilities (EOF). I understand the information requested will be the subject of an NRC staf f paper for presentation to the Commission. The questions and our responses are as follows:

Question No. 1 Regarding the EOF facilities, when did Oyster Creek recpond to Generic Letter 81-10.

Response

Oyster Creek provided its initial responses on April 24, 1981, and subsequent responses on September 11, 1981, and April 1, 1982.

Question No. 2:

How far is the Nearsite Emergency Operations Facility (NEOF) located from the Reactor Building?

What material is this building constructed of?

For this building, what protection is provided for direct or air-borne radiation?

The distance as measured from the NEOF to the Reactor Building is.82 mile.

The NEOF does not meet the habitability requirements of NUREG 0696; however, our Farsite Emergency Operations Facility (FEOF) is fully operational if the NEOF becomes uninhabitable.

Question 3 What date was the building in Question No. 2 first utilized as an NEOF7 What is the present construction status of this building?

Does the building contain HEPA filters in the HVAC system?

Response

The NEOF was first utilized as an emergency response facility between December 1980 and March 1981.

The construction status is complete. -

The HVAC at the NEOF does not have HEPA filters. As stated above in Question No. 2, the FEOF will be utilized if the NEOF becomes uninhabitable.

How far is the FEOF located from the Reactor Building?

What material is the bulding constructed of?

What date was this building first utilized as an FEOF7 What is the construction status of this buildAng?

Response

1 The distance as measured from the FEOF to the Reactor Building is approximately 19 miles.

The building material is a combination of concrete cinder block and b ri ck.

The building was first utilized as an emergency response facility in March 1982.

The construction status is complete.

What date was this facility utilized as an emergency response center?

Re s ponse :

The building utilized as an emergency response center prior to the establishment of the NEOF and FEOF was the substation building located west of the existing turbine building. It is located approximately.25 miles from the reactor building.

This building was the only EOF utilized prior to December 1980.
