VIRGIL C. SUMMER NUCLEAR STATION DOCKET N0. 50/395 OPERATING LICENSE NO. NPF-12 TECHNICAL SPECIFICATIONS CHANGE - TSP 910003-0 SNUBBERS (GENERIC LETTER 90-09)

In accordance with 10CFR50.90, South Carolina Electric and Gas Company (SCCE&G) is submitting an amendment request to License NPF-12 to change the Technical Specifications (TS) for the Virgil C. Summer Nuclear Station (VCSNS). The proposed amendment is a revision to TT 4.7.7 SNUBBERS SURVEILLANCE REQUIREMENTS and associated BASES 3/4.7.7, in conformance with the guidance provided in Generic Letter (GL) 90-09. Accordingly,- the next visual inspection for VCSNS will be based on the results of previous visual inspections and the criteria of GL 90-09.

The proposed change is needed to reduce occupational dose, reduce the amount of resources used for snubber inspections, and shorten the refueling outage duration.

SCE&G has scheduled a refueling outage to begin in September 1991.

Because of the potential impact on the outage schedule, SCE&G requests that the NRC process.this amendment by May 1, 1991.

The proposed technical specification change is identified in Enclosure 1.

The safety evaluation is provided in Enclosure 2.

A proposed no significant hazards evaluation performed pcrsuant to 10CFR50.92 is provided in.

This proposed technical specification change has been reviewed and approved by the Plant Safety Review Committee and the Nuclear Safety Review Committee.
