VIRGIL C. SUMMER NUCLEAR STATION DOCKET NO. 50/395 OPERATING LICENSE NO NPF-12 TECHNICAL SPECIFICATIONS CHANGE REQUEST (TSP 910001)
In accordance with 10CFR50.90, enclosed is a requested amendment to license NPF-12 to change the Technical Specifications of the Virgil C. Summer Nuclear Station (VCSNS). The proposed change would extend the 40 +/- 10 month Type A test interval of surveillance requirement 4.6.1.2.a on a one time basis to permit the VCSNS Type A test to be performed during the refueling outage (RF7) presently scheduled for the spring of 1993. The basis for this one-time extension is to allow the third Type A test to coincide with the 10-year plant Inservice Inspection (ISI). This one-time extension would extend the maximum survaillance interval from 50 months to 54 months. The one-time extension would also require unit shutdown no later than June 1, 1993, and performance of the Type A testing before unit restart following RF7.
The proposed Technical Specification change is identified in Attachment 1.
The Description of Amendment Request and the associated Safety Evaluation for the proposed Technical Specification change are provided in Attachment 2.
The determination of No Significant Hazards Consideration performed pursuant to 10CFR50.92 is provided in Attachment 3.
The attached Technical Specification change and its attachments have been reviewed and approved by the Plant Safety Review Committee (PSRC) and the Nuclear Safety Review Committee (NSRC).
SCE&G requests that NRC approval of this request be provided before May 1, 1991, to support scheduling of test and outage work activities at VCSNS during RF6 which is currently scheduled to begin in September 1991.
