Gentlemen:
Millstone Nuclear Power Station, Unit No. 3 Proposed Revision to Technical Specifications Reactor Coolant System Flow Rate - Additional Informatio2 By letter dated November 24,1993,m Northeast Nuclear Energy Company (NNECO) submitted a proposed license amendment request to the NRC which would decrease the acceptance criterion for measured reactor coolant system (RCS) flow rate for four loop operation.
In a conference call with the NRC Staff on December 15,
- 1993, additional information was requested to support the proposed change.
Specifically, the Staff requested information regarding the available DNB margin before and after the thermal design flow (TDF) reduction, the overpressure considerations, and dose considerations.
Enclosed herewith as Attachment 1 are five copies of the Westinghouse response to the Staff's questions.
This attachment contains information proprietary to Westinghouse Electric Corporation, and it is requested that this information be withheld from public disclosure in accordance with 10CFR2.790.
An affidavit supporting this request is provided as an enclosure to this letter.
Also enclosed are an authorization letter from Westinghouse Electric Corporation, proprietary information notice, and copyright notice.
Accordingly, it is respectfully requested that the information which is-proprietary to Westinghouse be withheld from public disclosure in accordance with 10CFR2.790.
Enclosed as Attachment 2 are five nonproprietary copies of the Westinghouse response.
