Dear Mr. Stolz:

This letter provides a response to questions received by telephone on December 2, 1982, from the NRC Project Manager regarding the design of the Peach Bottom Emergency Operations l

Facility (EOF).

The following correspondence, previously submitted, provides additional information regarding the design of the facility:

NRC Question:

Identify the location of the EOF with respect to the plant.

Answer:

The EOF is situated on the second floor of the former l

Peach Bottom Unit 1 Administration Building.

The building is located approximately 1,000 feet from the centerline between the Unit 2 and Unit 3 structure.

NRC Question:

Identify the type of structure used for the EOF.

Answer:

Both the Emergency Operations Facility and the Technical Support Center (TSC) are located within a structural steel supported building that was previously used to house the main control room and administrative office space for the now decommissioned Unit 1 facility.

The building interior was modified to provide the necessary features required of the EOF and TSC, and demonstrated I

to be fully operational during the June 1982 emergency drill.

The building was originally completed in 1963.

NRC Question:

Does the habitability design of the EOF include HEPA filters and provide a protection factor greater than five?

Answer:

HEPA filters are included in the habitability design and provide a protection factor greater than five.

NRC Ouestion:

Do you have either an interim or backup EOF?

Answer The facility described above represents the permanent EOF for Peach Bottom.

No backup EOF is planned.

Generic letter 81-10 recommends that Emergency Operations Facilities located within 10 miles of the i

plant meet the following critera:

a.

Habitability consisting of ventilation isolation with HEPA (no charcoal).

b.

Provide a backup EOF between 10-20 miles.

The habitability control system for the EOF has been designed to provide the same radiological habitability as the main control room under accident conditions.

This includes a ventilation system utilizing both HEPA and charcoal filters.

The existing shielding was sufficient for meeting the personnel dose criteria identified in NUREG-0578.

Based on the habitability design for the Peach Bottom EOF that exceeds the criteria of Generic letter 81-10, we requested an exception to the backup EOF criteria in the June 1, 1981 letter (S. L. Daltrof f to D. G. Eisenhut).
