MISSIOR AUD PURPOSE QE EXERCISE To activate and ovaluate major portions of omergency responso capabilities and other elomonts of the CP&L Brunswick Steam Electric Plant Plan, associated implomonting procedures, and the CP&L Corporate Emergoney Plans in accordance with Nuclear Regulatory Commission (NRC) Regulation 10CFR50.47(b).

II. SCOPE AHQ OBJECTIVES A.

Scopo A simulated accident at the Brunswick Steam Electric Plant (BSEP) which could oscalato to a general omergency and will involve planned responso and recovery actions to includes emergency classification; notification of off-site organizations and plant personnel; actions to correct the omorgency conditions; and initiation of accident assessment and protectivo ac~ ions as necessary to cope with the accident.

The exorciso will simulate an omorgoney wnich requ2ros response by state and local government personnel (stato and county participation will be simulated).

B.

Obiectivos The 1991 Brunswick emergency Preparodness Exorciso will provido an opportunity for omorgency responso personnel to:

Demonstrato the capability of on-site personnel to offectively utilize the omorgency action level scheme.

Demonstrate the adequacy of the control room staff in control and accident mitigation activitios along with accident assessment.

Demonstrate the adequacy of procedures for alerting, notifying, and mobilizing emergency i

response personnel (some individuals will be pre-staged within the-local area).

Demonstrate that communications capabilities exist to accomplish notification of_off-site agenciesc l

Demonstrate the capability to. notify off-site authorities'within 15 minutes of the emergency classification.

Demonstrate the capability to support the radiological assessment process while maintaining personnel radiation exposure os low as reasonably achievable.

Demonstrate the capability to perform accountability of the protected area within 20 minutos from the time of the order for-accountability.

20.

Demonstrate those NRC identified open items resulting from the 1990 BSEP exercise.
