Subj ect: Oyster Creek Nuclear Generating Station Docket No. 219 Feedwater Nozzle and Sparger Inspection This letter is to inform you that we are revising our routine inspection interval concerning the visual inspection of the sparger surfaces and the ultrasonic test (UT), and dye penetrant examination (PT) of the feedwater nozzles. Our new schedule will postpone the UT inspection from the Cycle 10 reload outage to Cycle 11, move up the PT inspection f rom Cycle 13 to Cycle 11, and move up the visual inspection from Cycle 11 to the upcoming Cycle 10 reload outage. Any questionable indications found during the visual inspection will be further evaluated with computerized image enhancement.
Several factors were taken into account in revising the inspection schedule. First, an analysis by our engineering consultant concluded that with the removal of the stainless steel cladding and the installation of an improved feedwater sparger design during the Cycle 7 reload outage, the tendency toward any further cracking would be eliminated. Secondly, results of the visual inspection of the sparger during the Cycle 8 and 9 reload outages indicated that the spargers and flow baf fles are performing satisfactorily. Thirdly, it was analyzed and concluded that af ter five (5) years, crack growth would be no more than 0.1" for any small undetected flaws lef t in the nozzles af ter the repair. In adddition to these three (3) factors, there will be a more ef ficient utilization of personnel for both economic and ALARA considerations by performing the UT and PT during the same refueling outage.

By taking the above factors into account, we feel that the rescheduling of the PT and UT will ensure a thorough and effective inspection. Future inspections will be conducted in accordance with the schedule outlined in Table 2 of NUREG-0619.
