c BEFORE THE UNITED STATES NUCLEAR REGULATORY COMMISSION In the Matter of Docket Nos. 50-277 PHILADELPHIA ELECTRIC COMPANY 50-278 APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSES DPR-44 & DPR-56 Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 amd DPR-56 for Peach Bottom Atomic Power Station Units 2 and 3, hereby requests that the Technical Specifications incorporated in Appendix A of the Operating Licenses be amended by revising a section as indicated by a hertical bar in the margin of attached page 125, and adding page 125a.
The proposed change to the surveillance requirements of the Technical Specifications is being requested to permit an alternate method of performing the core spray loop flow rate surveillance test.
Licensee proposes to perform single pump flow rate testing in order to eliminate minor cavitation and vibration in the core spray test valve (MO-26 ) which occurs when performing the two pump loop flow test.
Verification of individual pump i
capacity does demonstrate proper loop flow capability used in accident analysis and therefore is not impacted by Appendix K of 10CFR, Part 50.
Attached drawing 1 shows the present arrangement of one loop of the core spray system.
Attached drawing 2 indicates the modifications necessary to permit single pump testing.
Restricting orifice RO-42 will be resized and moved further upstream of the core spray test valve MO-26.
An additional orifice (' O 42-1) will be installed downstream of the valve.
R Both orifices will be sized and located so as to eliminate cavitation in the test valve, using the single pump capacity verification test.
Proper sizing of the orifices will provide compatibility between the surveillance test requirements and the single pump testing required as part of the In Service Inspection (ISI) Program.

Lictnssa hereby requests prompt cpproval of this amendment to allow planning and material procurement to allow installation of the modification on Unit 3 during the next refuel -
outage scheduled for February 12, 1983.
The modification on Unit 2 would be performed at its next refuel outage, scheduled for September 17, 1983.
Pursuant to 10CFR Section 170.22, " Schedule of Fees for Facility License Amendments", Philadelphia Electric Company proposes that this. Application for Amendment be considered a Class III Amendment for' Unit 2, and a Class I Amendment for Unit 3, since the proposed changes are deemed not to involve a significant hazards consideration.
The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do not involve an unreviewed safety question or a significant hazards consideration, and will not endanger the health and safety of the public.
