On November 18, 1982, the West Valley Agricultural Protection Council
(" West Valley"), submitted a " Supplemental Memorandum" supporting West Valley's. earlier Petition to Intervene.
l West Valley's Petition was answered by the Joint Applicants on l
November 9, 1982, and by the NRC Staff on November 15, 1982.
West Valley's " Supplemental Memorandum" is clearly prohibited by the NRC Rules of Practice, 10 C.F.R. S2. 714 (a) and 2.730 (c).
Therefore, the Joint Applicants join with the NRC Staff i
