Nine Mile Point Unit 2 Docket No. 50-410 NPF-69 Gentlemen:

Niagara Mohawk Power Corporation hereby transmits an Application for Amendment to--Nine Mile Point Unit 2 Operating License MPF-69.

Also enclosed are the proposed. changes to the Technical Specifications set forth in Appendix A of the above mentioned license.- -Supporting-information and analyses demonstrating that the proposed changes involve no significant hazards consideration pursuant to' 10CFR50.92 are included as Attachment B.

The. proposed Technical Specification changes contained herein represent revisions to Section 3/4.7.5, " Snubbers."

Specifically, Section 4.7.5.b is being proposed for revision to

-incorporate the recommendations on snubber visual inspection frequencies contained in Generic Letter 90-09, " Alternative Requirements for Snubber Vistal Inspection Intervals and Corrective Actions."

Niagara. Mohawk proposes that the Technical Specification requirements for' visual inspection er safety-relar.ed snubbers be cevised - to-increase the ellowable time interital between visual surveillr.nces when the snubbwrs are

'opecating at a high lerel of dependability.

This modification to the surveillance requitements wi21 provide adequate assurance of system operability while reducing 7.ianpower demands and unnecessary radiological axposure, t
