Summer Nuclear Station Fitness f or Duty Summory 10CFR26.71(d) Requirements for July 1,1990 - December 31,1990 MANAGEMENT ACTIONS Positive Test Results - There were a total of four positive test results during this reporting period. These results and the subsequent management actic.ns con be categorized as follows:

A.

One confirmed positive test result for drugs was received on a pre badging test. This individual's unescorted access authorization had been susaended prior to the test due to unavailability for random testing after se ection.

Unescorted access authorization was permanently revoked upon confirmation of the positive test result, and notification was made to the appropriate management representative of the company employing this individual.

B.

Two confirmed positive test results for drugs were received on random tests.

Both of these individuals had their unescorted access authorization permanently revoked upon confirmation. In both cases, notifications were made to the ap aropriate management personnel of the companies employing these individuals.

In two of the positive drug cases where the individuals denied taking the substances, the Medical Review Officer directed that the split sarnples be submitted to the backup laboratory for analysis. The backup laboratory confirmed the imdmus of Roche Laboratories.

" Adulterated / Substituted Specimen - The Medical Review Officer declared one specimen to be adulterated / substituted when no creatinine was found in tne sample. The split sample was tested by the backup laboratory with no acatmine detected. A subsequent sample was taken under direct observation and was found to contain a normal level of creatinine, in accordance with SCE&G policy, this individual's unescorted access authorization was permanently revoked, and lus employment was terminated.

Additional Substances / Lower Cut off Levels.

t The additional substances and lower cut off levels used by SCE&G did not iesult in any additional confirmed positive results for this six month period. However, SCE&G believes testing to the current program standards should continue in order to enhance the effectiveness of the program.

B.

Blind Performance Testing.

During the third quarter of 1990, there were 452 genuine specimens and 60 blind performance test specimens submitted to our primary testing laborotory.

The number of blind performance specimens submitted is equivalent to 13.77% of the genuine specimens submitted (3.27% above the requirement).

In the fourth quarter of 1990, there were 351 genuine specimens and 50 hknd

- performance test specimens submitted to our primary testing laboratory. The number of blind performance specimens is equivalent to 14.25% of the genuine specimens submitted (4.25% above the requirement).

In both quarters, the percentage of positive and negative blind performance specimens submitted was 20% and 80%, respectively. All drugs tested for by our program were included in the positive blind performance specimens submitted. There were no discrepant results.

C.

Confirmed Positive Test Results.

SCE8G-feels that the random positive test result rate of.32% reflects a low degree of substance abuse at tne Virgil C. Summer Nuclear Station during the six month period ending December 31,1990. There was a significant reduction in the number of pre badging confirmed positive results from the previous six month period, primarily due to the large number of personnel processed for a refueling outage during the previous reporting period. The individual tested "for cause" was the first person to test positive for a substance on a test "for cause" since the program was implemented.

REPORTABLE EVENTS There were no reportable events during this reporting period.

SUMMARY

SCE&G is continuing to operate an efficient and effective Fitness For Duty Program at the Virgil C. Summer Nuclear Station which complies with all.10CIR26 requirements. Formal and informal evaluations of all aspects of the program will continue in order to ensure that the Fitness For Duty Program provides for a drug free work environment at the Virgil C. Summer Nuclear Station.
