7590-01 UNITED STATES HUCLEAR REGULATORY COMMISSION GPU HUCLEAR CORPORATION DOCKET N0. 50-219 NOTICE OF istVAKCE OF AMENDMENT TO PROVIS10 MAL _OPERATlHG LICENSE The U.S. Nuclear Regulatory Comission (Comission) has issued Amendment Ho, 145 to Provisional Operating License No. DPR-16 issued to GPU Nuclear Corporation (the licensee), which revised the Technical Specifications for operation of the Oyster Creek Huclear Generating Station located in Ocean County, New Jersey. The amendment is effective as of the date of issuance.

The amendment revises the Technical Specifications (TS) by extending the channel calibration interval from 18 to 24 months for TS Items 2.a. 2.d, 3.a. and 3.d of Table 4.15.2.

Items 2.a and 2.d provide surveillance require-ments for the Main Stack Radioactive Noble Gas monitors and associated effluent flow element. Items 3.a and 3.d provide surveillance requirements for the Turbine Building Ventilation Radioactive Noble Gas monitors and flow element.

The surveillance interval supports a 24-month refueling cycle at Oyster Creek.

The application for the amendment complies with the standards and requirementsoftheAtomicEnergyActof1954,asamended(theAct),and the Comission's rules and regulations. The Consnission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter 1, which are set forth in the license amendment.

Notice of Consideration of Issuance of Amendment and Opportunity for Hearing in connection with this action was published in the FEDERAL REGISTER on October 18,1990(55FR42294). No request for a hearing or petition for leave to intervene was filed following this notice.

The Cosmission has prepared an Environmental Assessment related to the action and has determined not to prepare an envirormental impact statement.

Based upon the environmental assessment, the Commission has concluded that the issuanci of this amendment will not have a significant effect on the quality of the hinan environment.
