Quad Cities Unit 1, which has recently ccmpleted its eleventh c'Icle of -

operation, is currently areparing for Cyc\e 12 startup (estimated startup date is February 2, 1991). T1e purpose of this (Jtter is to notify you of the Commonwealth Edison Company (CECO) review and approval of the Cycle 12 reload

, under the provisions of 10 CfR 50 59, and to transmit the , attached Core Operating Limits Report (COLR) for the upconing cycle consistent with Generic Letter 88-16, The Technical Specification amendment to incorporate the COLR for Quad Cities Unit 1 was previously apprcived in the referenced letter.

The Quad Cities 1 Cycle 12 core, which consists of NRC approved fuel designs developed by General Electric Company, was designed.to operate within approved fuel design criteria, Technical Specifications and related bases such that:

- core operating characteristics will be ettuivalent to or less limiting than those previously reviewed and accepted; or

- reanalysis has been performed to demonstrate that the 1(miting postulated FSAR even't which could be affected by the reload are within allowable limits.

Consistent with past reloads, the reload licensing analyses performed fo.

Cycle 12 utilized NRC approved methodologies. The cycle-specific 4ower distribution limits for Cycle 12 are presented ln the atttched COLR.
