DOCKET NOS. 50-266 AND 50-301 MODIFICATION TO CHANGE REQUEST N0. 84 RADIATION PROTECTION PROGRAM POINT BEACH NUCLEAR PLANT On October 19,.1982, Wisconsin Electric, licensee for Point Beach, Units 1 and 2, submitted a license amendment application for Facility Operating Licenses DPR-24 and DPR-27 requesting incorporation of revisions to the Point Beach Technical Specifications concerning the administrative control of high radiation areas. Subsequent to that submittal, we have had several telephone conference calls with members of the NRC Staff concerning the proposed revisions.

These discussions have resulted in our agreement to include several changes in the requirements for posting and entry into high radiation areas. These changes are reflected in the attached proposed Specification 15.6.11. The specific changes from the revisions proposed with our October 19, 1982 application are identified by a double margin bar.

Your staff has also requested that we describe further what is meant by the terminology " health physics qualified personnel". Health physics quali-fled personnel are plant staff members who have successfully completed a health physics training program which includes lectures, practical factors and written examinations. Approvals for this qualification include reviews and sign-offs from both the plant Health Physicist and the Superintendent-Training. A requalification program is required to maintain this qualification under the direction of the Super-intendent-Training. NRC Licensed Operators are considered to be health physics qualified personnel in accordance with their license training and requalification programs.
