DOCKET NOS. 50-266 AND 50-301 RADIATION PROTECTION PROGRAM TECHNICAL SPECIFICATION CHANGE REQUEST NO. 84 POINT BEACH NUCLEAR PLANT In accordance with the requirements of 10 CFR Part 59, Wisconsin Electric '(Licensee) hereby submits an application for amendments to Facility Operating Licenses DPR-24 and DPR-27 for Point Beach, Units 1 and 2, respectively. The purpose of these amendments is to incorporate a revision into the Point Beach Technical Specifications concerning the administrative control of high radiation areas.

Technical Specification 15.6.11 presently requires all areas within the plant with intensities of radiation greater than 1,000 mrem /hr to be provided with locked doors to prevent unauthorized entry. Revision 4 of the Standardized Technical Specifications (NUREG-0452) states that access to such high radiation areas located inside large areas of pressurized water reactors, such as containments, where no enclosures exist for purposes of locking, and where no enclosures can be reasonably constructed, may be controlled by roping off, conspicuously posting the areas, and providing flashing lights as warning devices. The attached proposed revision to Specification 15.6.11 includes an exemption statement for the Point Beach containments similar to that contained in the Standardized Technical Specifications. This revision will permit establishing a manageable and effective methodology for controlling high radiation areas within containment by means of local warning lights, roping off and conspicuously posting those areas.

These changes have been discussed with the Resident Inspector.

Mr. H. R. Denton October 19, 1982 Licensee has determined that this license amendment approval should be classified as a Class II amendment as listed in 10 CFR 170.22. This determination is based on the admini-strative nature of this amendment and the fact that the proposed revision to the Specification parallels the applicable Speci-fication from NUREG-0452 and, thus, the concept has been reviewed and approved by the NRC Staff previously. The same license amendment for Point Beach Unit 2 would be a duplicate of the Unit 1 approval and therefore is subject to a Class I amendment approval fee. Accordingly, a check in the amount of $1600 is enclosed as payment for these amendment approval fees.

As further specified in the Commission's regulations, we enclose three signed originals and forty copies of this request. Point Beach Unit 1 will be shut down on October 22 for a scheduled refueling and maintenance outage. We would appreciate your prompt review and approval of these amendments so that we may institute the changes permitted by this Specifi-cation change as soon as possible.
