Dear Mr. Denton:
Florida Power Corporatio&Nby submits three (3) originals and forty (40) copies of Technical Specification Change Request No.104, requesting amendment to Appendix A of Operating License No. DPR-72. Included with this request is the proposed replacement page.
Change Request No.104 will allow Crystal River Unit 3 to change OPERATIONAL MODES with the Intermediate Pressure Relief Line Isolation Valve replaced with a welded pipe cap.
Florida Power Corporation has determined the requested action involves a Class 111 amendment, per 10 CFR 170.22, in that it involves a single safety issue. Accordingly, the license amendment fee of four thousand dollars ($4,000) will be forwarded under separate cover. Also enclosed is a copy of the Certificate of Service for Technical Specification Change Request No.104 to the Chief Executive of Citrus County, Florida.
