DOCKET N0. 50 445 AND 50-446 RELOAD-ANALYSIS PROGRAM RXE-90-005,_ CONTROL ROD WORTH ANALYSIS Gentlemen:
The TU Electric reload analysis program was discussed with the NRC staff in_
December, 1988, and again in July, 1990, Following the July-discussions,_the i
schedule for submittal of the TV Electric topical reports -was-provided in TXX-90342. Consistent with that schedule, attached for your review and approval is the Control Rod Worth Analysis' report.
The Control Rod Worth Analysis report, RXE-90-005. is an extension of'the methodology presented in the_ topical report " Steady State Reactor Physics Hethodology,"-RXE-89-003 P, which was submitted to you on July 31, 1989.
This report contains comparisons of calculated and measured control = rod bank worths for three PWRs including Comanche ~ Peak Steam Electric. Station (CPSES).
In addition, the test procedures are summarized for control rod bank = worth-measurements using both the boron dilution and the control rod swap techniques.
Test review and acceptance criteria.are identified.
Approval of the enclosed report, along with. approvals;of those previously submitted and those yet to be' submitted, are required to allow-TV Electric to license cycle-3 operation without recourse to a nuclear _ fuel vendor. -(Cycle 3 4
refueling begins in September, 1992.)' In addition, the licensing _ basis of_the TU Electric Westinghouse : integrated Cycle ~2 program relies on the methodologies presented in the. Steady State Reactor Physics Methodology-report and the Control Rod Worth Analysis report.
TV Electric' requests that the NRCl review and approve _the enclosed report-by--September.-1991'.
