Dear Mr. Keppler:

Reference (a) transmitted IE Bulletin 80-13, which identified instances of cracking in Core Spray Spargers at BWR facilities. As required by Bulletin Item 1, our Quad Cities Station Unit 1 Core Spray Spargers were visually inspected on September 17, 1982, utilizing a remote underwater TV camera. The segment o f piping between the inlet nozzle and vessel shroud was also inspected on each Core Spray loop. Adequate resolution was obtained with the underwater TV camera.

The purpose of this letter is to advise the NRC Staff that no evidence of cracking was identified during the conduct o f the above described inspection. This completes the third inspection o f Core Spray Spargers at our Quad Cities Station. The results o f the first and second inspections were documented in References (b) and (c).

None o f these three (3) inspections revealed any evidence of cracking in the spargers. Because of the favorable results and the fact that one day o f critical path time in the refueling outage schedule is required to perform each inspection, it is our belief that the frequency o f these inspections should be reduced.

Additionally, we desire the elimination o f the requirement for video resolution to be checked with a one mil wire. In lieu o f the currently imposed inspection program, we propose that the Core Spray Sparger inspections be performed once every three (3) years in conjunction with the reactor vessel internals inspections required by our ISI Program.

Your concurrence with our proposed changes to the currently imposed Core Spray Sparger inspection program is hereby requested.
