Beaver Valley Power Station, Unit No. 2 Docket No. 50-412, License No. NPF-73 Generic Letter 88-17; Schedule change Gentlemen:

The purpose of this letter is to notify the NRC of a change in schedule for the installation of additional Reactor Coolant System (RCS) level indication.

Our response to Generic Letter 88-17 was provided on February 23, 1989 and supplemented on March 17, 1989.

Within those submittals we committed to install additional RCS level indication that would address the NRC guidance regarding two independent RCS level indications when the station is in a reduced RCS inventory condition.

Our commitment was to complete the modifications by the end of the Unit 2 second refueling outage, which I

was scheduled to begin on September 1, 1990.

As a

result of vendor support

problems, we were unable to complete this work during this outage, which ended on November 22, 1990.

The equipment for monitoring mid-loop operation was received in early

October, however, there was insufficient documentation to allow work to progress.

Some examples of incomplete documentation include:

missing certificate of conformance partial vendor technical manual incorrect equipment drawings incorrect references on the drawings rendering final use as questionable.

There was an opportunity near the end of the outage to complete a partial installation of the equipment.

Scheduling of this task indicated the refueling outage would be extended a couple days if the partial implementation was performed.

Since a partial implementation would not be acceptable for meeting our commitment, the entire implementation effort was deferred to the third refueling outage scheduled to begin in the spring of 1992.

This decision was communicated to our NRC Project Manager in November and this i

submittal follows up that _onversation.
