Generic Letter 90 03. requested that licensees and applicants review their present vendor interface programs and modify as necessary to ensure that:

a) A program with the NSSS vendor as described in the VETIP, which covers all the safety related components within the NSSS scope of supply. This program should include provisions for assuring receipt by the licensee / applicant of all technical information provided by the NSSS vendor: and b) A program of periodic contact with the vendors of other key safety-related components not included in (a) above.

Reference (1) provided TV Electric's commitment to comply with Item (a), which was subsequently accepted by the Staff in Reference (2), in addition.

Reference (2) requested additional information regarding the implementation of TV Electric's program which addressed item (b). Reference (3) provided TV Electric's program to comply with item (b), which was subsequently accepted by the Staff in Reference (4).

'In accordance with the committed schedule in-Reference (5) and the requested action in Generic Letter 90 03 TV Electric has-completed a reevaluation of its existing vendor _ interface program to determine whether it conforms to the two elements stated above, The following describes how the CPSES program meets those elements .and additional actions to te taken to further improve the program.

The original response to item 2.2 Part 2 of GL 83 28 was provided to the NRC in a letter dated April 11, 1988 (Reference 3), which stated that TV Electric.had established open purchase orders with the HSSS supplier and-Di sel Generator supplier for periodic contacts.- This submittal. clarifies the implemention of items (a) & (b) above ar.d the Diesel Generator interface as follows:

-a) For the NSSS supplier all technical information is routed to the VETIP Coordinator, Technical information such as Westinghouse Technical Bulletins are transmitted to the Industry Operating Experience Coordinator for evaluation and to the Vendor Manual Group for update of Vendor Technical Hanuals. This program includes documentation of the receipt of t Westinghouse Technical Bulletins back to-the NSSS supplier. An evaluation will be completed in accordance with station procedures for impact on plant programs and maintenance procedures. TV Electric will periodically contact the NSSS vendor to assure that the index of Technical Bullitins received is maintained current. In addition, TV Electric will periodically contact some NSSS subvendors (equipment supplied but not manufactured by Westinghouse) to assure that the technical information that is on~ file regarding the operation-and maintenance of this equipment is current, b)' For the diesel generator interface. TV Electric is part- of the Transamerica Delaval 01esel Generator Owners Group which is coordinated by Duke Power.

TU Electric will periodically contact both Duke Engineering and the supplier to assure that all Diesel Generator Service Information Memos relating to the equipment have been received and entered into the Vendor Technical Manuals.

c) For-other key safety-related components, TV Electric has selected a list of vendor -technical manuals .9r key components. TV_ Electric will periodicall, contact the. suppliers to assure that the current technical information documents reflect the latest appropriate revision or edition of vendor operating-and1 maintenance manuals, service bulletins, memorandums and advisories as they-are applicable to the component supplied.

In addition to the above, each safety-related purchase order'for replacement components will-request applicable service bulletins.

.TXX 901046 Page 3 of 3 TV Electric also maintains an industry operating experience review program which evaluates selected vendor correspondence for its impact on Comanche Peak.

This program has also proven effective in the identification of potential generic problems and concerns w.th safety-related components and systems.
