FOR THE DECAY HEAT REMOVAL / THERMAL HYDRAULICS MEETING, OCTOBER 20, 1982 The purpose of this letter is to summarize the resolution of items discussed between the Nuclear Regulatory Commission and the Clinch River Breeder Reactor Plant Project on October 20, 1982. is the agreements and commitments from the meeting, is the agenda used for the meeting, and Enclosure 3 is the list of attendees.

ENCLOSURE 1 DECAY HEAT REMOVAL MEETING, OCTOBER 20. 1982 AGREEMENTS AND COMMITMENTS 1.

Natural Circulation Beyond 600 Seconds ACTION: The Project will provide analysis for natural circulation beyond 600 secondL by December 1, 1982.

DHRS Analysis The results of a delayed initiation and single failure of the Direct Heat Removal Service were discussed, e

ACTION: A table of DHRS operating cases and sensitivities will be added to the docket by October 26, 1982, and included in a future PSAR update.

ACTION: The project will provide their rationale in the PSAR for the acceptability of manual initiation of DHRS.

Sodium Dump and Water Dump Interlocks The project indicated that suitable interlocks will be provided to minimize the possibility of erroneous dumps.

ACTION: This commitment will be included in the PSAR.

4.

Pump Testing at DHRS Temperatures The temperature testing experience and plans for the primary and EM pump were discussed.

ACTION: The test experience and plans will be summarized for the EM and primary sodium pump and placed on the docket by October 26, 1982, and included in the PSAR in a future amendment.

5.

EM Pump Capability The capability of the EM pumps within the DHRS system was discussed.

The results will be summarized and placed on the docket by October 26, 1982, and included into the PSAR in a future amendment.

Positive Commitment for DHRS Single Failure Capability The Project is commited to design the DHdS to be single failure tolerant.

Thermal Evaluation of the PACC System The recent PSAk update of the PACC system was discussed with NRC.

ACTION: NRC will review this update and provide any comments to the project by November 15, 1982.

ACTION: The Project will commit in the PSAR to conduct a natural circulatiun test on the air side in the plant.

Tingle Failure Analysis of DHRS by the FSAR ACTION: By the FSAR the Project will prepare an FMEA to demon-strate the single failure tolerance of the DHRS.

9.

CRBRP-ARD-308 Coast Down Times The difference between the water test and sodium pump coast down-times was explained. This item is considered to be resolved.
