change'wasproposedtodeleteP;antSafetyReviewCommittee(PSRC) chairman and member titles from Technical Specification 6.5, " Administrative
' Controls / Review;and Audit." The amendment to the change was proposed to clarify;that the majority of voting members in any PSRC meeting shall be
. appointed members and not alternates.

. change has been proposed. The proposed change is intended to clarify that l'

n-1 Document Control Desk November 26, 1990 Page 2 of 2 The change to Technical Specification 6.5 has been reviewed and approved by the Plant Safety Review Committee and the Nuclear Safety Review Committee.
Since the proposed amendment to this Technical Specification change is administrative and is intended to provide clarity, the supporting Safety Evaluation and No Significant Hazards Determinations for the change to Technical Specification 6.5, dated July 18, 1990, is applicable. Therefore, SCE&G requests Nuclear Regulatory Commission review and approval of this amendment by February 1, 1991.
