I ENCLOSURE 2 DESCRIPTION AND JUSTIFICATION (TVA BFNP TS 178) Page 194 - Unit 1 only Description This is a proposed change to Figure 3.6-1. This figure shows curves of minimum temperatures as a function of reactor pressure for pressure tests such as ASME Section XI, for mechanical heatup or cooldown following nuclear shutdown and for core operation (criticality). The existing Figure 3 6-1 is applicable only through 4.0 Effective Full Power Years (EFPY). This proposed change extends applicability through 5.0 EFPY, Reason / Justification The existing figure (through 4.0 EFPY) is nonconservative for application through 5.0 EFPY. This proposed revision is submitted to maintain the margin of safety provided by the earlier version of Figure 3.6-1. This revision is needed to accommodate the shift in RTNDT necessitated by increasing neutron fluence on the pressure vessel walls as the pressure vessel ages. The revision shifts RTNDT 35 F which is a 5 F increase over the previous revision to Figure 3.6-1. This revision is necessary to maintain the same degree of overall plant safety. Safety Analysis All changes are in the conservative direction, i.e., shifted toward higher temperatures at lower pressures. This is a safer mode of operation than is currently allowed, thus there is no safety concern associated with making this change. Plant operation is presently restricted administratively to the conservative curve of enclosure 1. 4}}
