IN THE MATTER OF THE 238 NUCLEAR ISLAND GENERAL ELECTRIC STANDARD SAFETY ANALYSIS REPORT, DOCKET STN 50-447 The General Electric Standard Safety Analysis Report, GESSAR II has been submitted in accordance with the provisions of 10CFR50, Appendix 0.
General Electric is seeking NRC review and Final Design Approval (FDA) of the GE Nuclear Island.
1 During the course of the Staff's review of GESSAR II we have participated in several' meetings in which many agreements have been made regarding the conduct of review.
In response to a recent meeting ~(9/15/82) where we l
discussed the status of the GESSAR II review with Messrs. Miraglia, Thomas and Lynch, it was requested that GE compile the more significant agreements established over the past year.
It is our understanding that these agree-ments are being used as ground rules for review by the Staff.
The major agreements are:
1.
To accommodate the twelve month review schedule and to make optimum use of resources, the Staff's review will focus on differences between the GESSAR II design and other NT0L BWR/6 Mark III designs.
2.
Design features approved by the Staff for which final design infomation was provided during the PDA review of GESSAR would not be reopened by the Staff, without good cause.
3.
Although GE is not required to submit a Standard Review Plan assessment, the Staff will use the SRP, NUREG 0800, Rev. 2, as a basis for review of GESSAR II.

GE will not include facility unique infonnation on the GESSAR II docket, but would provide clear definition of interfaces where appropriate.
I 5.
Referencing of GESSAR II FDA in applications for construction pennits or final design approvals for purposes of operating licenses will be pannitted for a period of 5 years.from the date of the FDA issuance.
6.
It is GE's intention to leave open the decision to petition for rulemaking to approve the design.
It is GE's tentative plan to petition for rulemaking after resolution of severe accident issues.
Although each of these items has been discussed at various times throughout the review of GESSAR II, none have been stated concisely or in writing in a manner which would allow GE and the Staff to make reference to ground rules for review.
It is therefore requested that the Staff provide its concurrence to these ground rules in order to avoid ur-eccessary delays or misunderstandings.
