Dear Mr. Thomas:

Clinton Power Station Unit 1 Docket No. 50-461 Common Vessel Reference Level In the referenced letter, it was stated that Illinois Power Company would revise its operator training and mainte-nance procedures to include the fuel zone common vessel reference level. This letter is to confirm that we are adding the further commitment to revise the Clinton Power Station emergency operating procedures so that they properly address the common vessel reference level for the fuel zone-level meter.

Since the use of the common vessel reference level only impacts the fuel zone level meter, which is not used during normal plant operations, the only operating procedures which require revision are the emergency operating procedures.

It is our understanding that this information should close out SER confirmatory item #39.
