NPF 7 Gentlemen: VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 2 SAFETY SYSTEM OUTAGE MODIFICATION INSPECTION (DESIGN PHASE) REPORT 50-339/89 200 SUPPLEMENTAL. RESPONSE Our December 22,1989 letter, Serial Number 89 485B, described actions being taken by Virginia Electric and Power Company to improve the design change process. The letter stated that the new program was expected to be implemented sometime in the i early part of 1990. l A trialimplementation of the enhanced design change process has been completed l and it has been decided to defer the full implementation until the third quarter of 1991. This deferralis based on several factors: 1
- 1) The enhanced design change process was not as flexible as desired and some additional enhancements are required.
- 2) The proposed change in work processes impacted various work groups in ways that will require additional training to accommodate,
- 3) The Engineering Work Request process has been strengthened from a L
design control standpoint and is now being performed by the same design authority as the Design Change Packages. It has been' determined that a consolidated change process is the best way to do design changes. We will continue to develop this enhanced program. However, due to already established outage schedules and the volume of physical modification work planned, a major change to our programs was not considered prudent at this time.
