Gentlemen:

i The original Nuclear Regulatory Commission (NRC) statiposition requested licensees to ' establish, implement, and maintain a continuing program to ensure that vendor information for safety related i

components is com, lete current and controlled..." This position further requested fcanal periodic communication wit i every safety related vendor to verify that all applicable informs. tion had been received. De industry response has been that the intent of Ocneric letter 83 28, Item 2.2 Part 2 is met by the Vendor Equipment Technical Information Program (VETIP) described in the Nuciche Utility Task Action Committec (NUTAC) Report, INPO 84-010 issued in March 1984.

nc NRC staJ has reviewed the VETIP and ' recognized that implementing a formal vendor interface prograe fo; every safety related vendor is not practical." The NRC staff has concluded "that the elements of the VETIP provide a framework to improve the quality and availability of equipment technicat information for use by licensecs." Further, the NRC staff has concluded that an adequate vendor interfac program should include the following elements:

i (a)

A program with the NSSS vendor as described in the VETIP, which covers all the safety related components within the NSSS scope of supply. This program should include provisions for assuring receipt by the licensec/ applicant of all tcchnical information provided by the NSSS vendor; and I

A program of periodic contact with the vendors of other key _ safety related components not included in (a) above. This program is not intended to be as extensive as that described in (a) above but is intended to be a good faith, documented effort.

B20UESTED ACIl0N:

Licensees should confirm the following:

1.

They have examined their vendor interface programs.

2.

Their programs eithet already include elements (a) and (b) or the elements have been scheduled forimplememation.

HALTIMORE GAS AND E1.ECTRIC COMPANY (BG&E) RESPOtHE:

1.

The Vendor Interface Program at Calvert Clitis has been reexamined since receipt of Generic letter 90-03.

2.

The Vendor Interface Program at Calvert Cliffs is addressed byCalvert Cliffs Instruction (CCl) 122, Control of Technical Manuals and other Vendor Technical Information. In addition, the VETIP includes Nuclean Plant Reliability Data Systems (NPRDS and Significant Event Evalu;, tion and Information Network (SEE IN), which are manag)ed b INPO.

A formal program, as described in the VETIP, is established with the NSSS Vendor, Combustion Engineering (CE), which covers the safety related components they directly supply. CE Information Bulletins are sent directly to the Document Control Umt (DCU) from Combustion Engineering.

A program is established with six key vendors Byron Jackson General Electric Dresser Rand Ingersoll Rand Fairbanks Morse Westinghouse which includes periodic documented contact to ensure current technical information is included in the Calvert Cliffs Nuclear Power Plant Technical Manual Program.
