Mr. Dennis M. Crutchfield, Chief Operating Reactors Branch No. 5 Division of Licensing U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Mr. Crutchfield:

Subj ect: Oyster Creek Nuclear Generating Station Docket No. 50-219 Mark I Containment Report As part of the Oyster Creek Mark I Long Term Program, we have performed a Plant Unique Analysis of the Oyster Creek Torus ( Attachment 1). The analysis of the Oyster Creek toms and vent system has been performed in conformance with the requirements of the Mark I Long Term Program as prescribed in the

" Load Definition Report", Plant Unique Analyses Application Cuide, and NUREG 0661 with some minor exceptions taken in the methodology utilized. The analyses are essentially complete with the exception of some evaluations of the loads associated with the safety relief valve piping. These analyses will be completed and forwarded to you by December 15, 1982.

Since our June 29, 1981 letter, which provided you with our schedule for completing the Mark I modifications, there has been a reevaluation completed of the Torua-to-Drywell vacuum breaker loads. Based upon the reevaluation, which indicates that the loads are significantly less than originally estimated, we will most likely be revising our proposed modifications to those valves. This will pmbably preclude us from completing this modification during the Cycle 10 refueling outage. The changes will, however, be completed prior to start-up from the Cycle 11 outage which is consistent with our Mark I order.

Very truly yours, D -
