Dear Mr. Streeter:

PRAIRIE ISLAND NUCLEAR GENERATING PLANT DOCKET NOS. 50-282 AND 50-306 In response to your letter of December 27, 1982, which transmitted Inspection Reports 50-282/82-20 and 50-306/82-20, the following is offered:

Violation Technical Specification 3.5.C states: If the number of channels of a particular sub-system in service falls below the limits given in the column entitled Minimum Operable Channels, or if the specified Minimum Degree of Redundancy cannot be achieved, operation shall be limited according to the requirement shown in the column titled Operator Action of Tables TS.3.5-2 through TS.3.5-6.

a. Table 3.5.3 requires that Hi-Hi Containment Pressure (Containment Spray) have a minimum of two operable channels with a minimum degree of redundancy of one, or operation shall be limited to Hot Shutdown.

Contrary to the above, containment pressure transmitter, PT-948, was identified to be inoperable on November 20, 1982, reducing containment pressure operable channels to one, with no redundancy, with no assurance that the transmitter had been operable during previous power operation.

This is a Severity Level IV violation (Supplement I).

Response

'2he transmitter was inoperable due to the presence of a cap on its sensing line. The cap was removed as were all tubing fittings on sensing lines in both units.

Full compliance has been achieved. The sensing lines in both units will be labeled and warning signs placed.

Inspection of the lines will be added to the containment integrity (prestart) checklists.
